The bill allows these safeties to apply to everyone, regardless of the location in which the patient resides. Currently, the law authorizes the Governor to surrender any person in this state charged with committing an act in this state, which results in a crime in the state with executive authority. AB 1854 would expand the scope of the crime of perjury.
