On August 31, the California State Legislature wrapped up its regular session by approving hundreds of pieces of legislation. Upon passage, these bills were sent to the desk of Governor Gavin Newsom, who has until the September 30 deadline to sign them into law.

Although JCJ is supporting over 50 bills on the governor’s desk, below are our priority bills that we are asking our community to pick up the phone and call the governor to ask him to sign:

Bill: AB 2925
Sponsor(s): Assemblymembers Laura Friedman and Josh Lowenthal
Would require the top five most targeted groups – which consistently includes the Jewish community – to be included in higher education anti-discrimination and DEI training. 

Bill: SB 1277
Sponsor(s): Senator Henry Stern
Would establish the California Teachers Collaborative on Holocaust and Genocide Education as an official state program, creating curriculum and training materials for K-12 educators to effectively teach about the Holocaust and other genocides.

Bill: SB 1287
Sponsor(s): Senator Steve Glazer
Would ensure Jewish students are safe from violence, intimidation, and harassment at California colleges by requiring campuses to develop a code of conduct to respond to such incidents.

Bill: SB 1061
Sponsor(s): Senator Monique Limon
Would remove medical debt from credit reports and prohibit debt collectors from reporting patients’ medical debt information to credit agencies.

Bill: SB 1374
Sponsor(s): Senator Josh Becker
Would allow schools and apartment buildings to use the solar energy they generate on-site instead of having to buy it back from utilities. This would provide more clean energy during the day, keeping utility costs low.

Bill: AB 3233

Would provide cities with the power to limit new oil drills and lawfully phase out oil drills that are currently in progress. The result would be a direct benefit to the health of people living nearby.

Bill: SB 1221
Sponsor(s): Senator Dave Min
Would simplify the process for utility companies to electrify entire neighborhoods. It also would change gas-powered appliances to electric, lowering prices lower for homeowners. Further, this bill would lower greenhouse gas emissions from homes.

Would make it easier for cities and counties to quickly set up tiny homes for their homeless residents. This bill would also extend cities’ ability to streamline the construction of tiny homes.

Bill: AB 2442
Sponsor(s): Assemblymember Rick Chavez Zbur
Would speed up the licensure process for gender affirming healthcare providers. This bill would not change the requirements, but prioritizes applicants who intend to practice gender affirming healthcare or gender affirming mental health care. 

Bill: SB 450
Sponsor(s): Senator Toni Atkinson
Would require local governments to take steps to approve housing applications quickly, such as preventing saddling duplex-ification proposals with extra requirements. This bill also includes language promoting this practice as a statewide solution to California’s severe shortage of housing, fixing one of the state’s most controversial state housing laws.
